Copyright Office Report Part 1: Digital Replicas

The Copyright Office publishes the first part of its long-promised AI report, focused entirely on digital replicas — unauthorized AI re-creations of a real person's face, voice, or likeness. The report recommends new federal legislation: it concludes existing state laws and federal patchwork aren't enough to cover the harms generative tools now make trivial. It is the document the SAG-AFTRA contract spent the prior year arguing about, written in legal prose, and it sets the agenda for every subsequent likeness-rights bill.
